Willie Rowe entered the Wake County Sheriff’s race in a crowded field of seven candidates, including the incumbent sheriff. After no candidate secured a majority in the first primary, Rowe advanced to a runoff against the incumbent and secured a hard-fought victory. He then faced a former Republican sheriff in a high-stakes general election to lead Wake County’s law enforcement.
Approach:

We developed a cohesive brand identity with a professional logo, website, and key assets to establish credibility and trust. Through email fundraising, call time management, and events, we raised the resources needed to maximize direct voter contact. In the primary, we targeted infrequent voters using direct mail, radio, and digital outreach, emphasizing endorsements and a message centered on safety, integrity, and transparency. For the general election, we shifted strategy to focus on moderate voters, highlighting Rowe’s leadership and ability to address crime effectively.
